
The adaptation of our territories to climate change is becoming critical, yet both society and industry still struggle to fully acknowledge its urgency. We continue to build and, on the other hand, to compensate for damages, as if natural disasters remained exceptional events—whereas they are expected to become more frequent and more severe.
This lack of anticipation stems from short-term economic and budgetary performance constraints affecting public authorities, companies, and insurers alike. These mechanisms in turn slow down investment in prevention. In addition, the national pooling of disaster compensation may sometimes reduce incentives for preventive action.
At the same time, an increasing number of companies, banks, and insurers are seeking to better anticipate future climate risks, but sometimes through abrupt regulations and higher premiums, which can deepen inequalities between territories, industries, and populations depending on their current and future climate vulnerabilities.
The real challenge is therefore to reconcile individual responsibility with territorial, national, and international solidarity, and to move from a culture of repair to a culture of anticipation. Can France rapidly translate its ambitions into concrete means to ensure security and sovereignty? This is the core purpose of this conference, which launches a series of meetings to be held throughout the year in the regions and in Paris, in order to deepen these discussions and develop actionable synergies.
This new conference series, initiated by the Société d’Encouragement pour l’Industrie Nationale and Cerema, in partnership with Movin’On, CNES, BNP Paribas, Generali, Fondation PARC, CEM, the International Forum on Weather and Climate, and the Association of French Mayors, aims to bring together public and private stakeholders to address these pressing issues.
