The next Conversations Avenir conference, organised by the BNP Paribas Foundation and the Institut Louis Bachelier, will be held at the Collège de France (11 Place Marcelin Berthelot – 75005 Paris, Amphithéâtre Marguerite de Navarre), in person only, on 7 November.

Philippe Aghion, professor at the Collège de France, will take the opportunity to present his thoughts on the subject of  “How can Europe compete with the United States and China, which are committed to proactive industrial, technological and energy policies?”

Theme:

“The pandemic was a painful reminder of just how dramatic de-industrialisation was in France. What can be done to reverse the trend? Certainly not through protectionism to remedy a loss of competitiveness. Imposing customs barriers leads, in turn, to closure and loss of global market share, and discourages innovation. How can innovation be stimulated?”

By distinguishing between horizontal and vertical policies. Horizontal policies are not targeted at a particular sector. They include support for basic and applied research, education, the creation of an innovation ecosystem, venture capital, institutional investment, tax incentives, reducing regulatory barriers, and the creation and growth of businesses. Vertical policies, on the other hand, should target specific sectors. In other words, by implementing an industrial policy.

How can such a policy be governed and made compatible with competition? How can the European economic institutions (Maastricht, budget, European loans, etc.) be adapted so that Europe can compete with the United States and China, which are engaged in new, highly proactive industrial policies?

 

Philippe Aghion‘s speech will be followed by a round-table discussion moderated by Guillaume Ledit (Editorial Director – L’ADN Le Studio), where he will exchange views with a number of leading figures.
